Sarina Wiegman has dropped Chloe Kelly and Ella Toone from her latest England squad.
Asked if there were any injury concerns around the duo, Wiegman said: "The main reason is that I think the levels weren't what I expect from them on the pitch.
"I have had a conversation with them and there is big competition going on and that is basically what it is."
Wiegman's comments are in contrast with Kelly's representatives, who claim the Arsenal forward has been managing a hamstring injury since the start of the season.
Kelly has struggled for starts since returning to Arsenal, being named in the starting XI in just five Women's Super League games since the start of last season, while Toone was omitted from Manchester United's last game with Arsenal following a difficult start under new manager Eva Olid.
Midfielder Toone has represented the Lionesses 69 times and started last year's Euros final against Spain, while Arsenal star Kelly has 67 caps, and scored the winning penalty against Spain last July.
Aggie Beever-Jones, Lotte Wubben-Moy and Taylor Hinds have also been left out.
Captain Leah Williamson returns after missing June's clashes with Spain and Ukraine through injury, while Lexi Potter earns a first call-up. Grace Fisk and Erica Meg Parkinson have been recalled to the setup.
England face a double header with Greece on 9th and 13th October. Progress through that tie, and they'll face a two-legged tie with either Slovakia or Ukraine to reach next year's World Cup.
