Figueroa made his professional debut in 2015 and the Texas fighter possesses a record of 25-1-1 (19 KOs).
The 2021 defeat to Fulton is the sole loss on the Heartbreaker's record, which also contains a split-draw against Julio Ceja.
The 29-year-old is a former WBO world super-bantamweight champion, having stopped the previously undefeated Luis Nery in 2021.
Figueroa then moved on to challenge Fulton following that world title success with the unified WBO and WBC belts on the line.
The Heartbreaker was defeated by a majority decision, with the three judges scoring the bout 112-116, 112-116 and 114-114.
The 2021 fight with Cool Boy Steph was an entertaining and pulsating contest, but Figueroa was undoubtedly second-best on that occasion.
The 29-year-old moved up in weight to beat Carlos Castro following the loss to Fulton before moving up again in victories over Mark Magsayo and Jessie Magdaleno.
The Texan won the WBC interim world featherweight when stopping Magdaleno last time out and Figueroa now has his sights set on the title proper when he meets Fulton for the second time in Las Vegas.

Fulton is a former unified super-bantamweight world champion who turned professional in 2014 after securing a gold medal at the 2013 Golden Gloves.
The Philadelphia puncher brings a record of 22-1 to Las Vegas, with the 30-year-old's only defeat coming when challenging Naoya Inoue in 2023.
Clearly, Inoue is a top-level performer and a defeat to the Monster doesn't take away from Fulton being an excellent fighter himself.
Cool Boy Steph won the WBO world super-bantamweight title when beating Angelo Leo in 2021 and enjoyed two successful defences of that strap.
One of those victories came against Figueroa. The other was a unanimous decision victory over Daniel Roman before losing to Inoue.
Fulton will rematch with Figueroa in Las Vegas, but that success came at super-bantamweight. The Philadelphia puncher takes on the Texan in the featherweight division and the 30-year-old will look to become a two-weight world champion in Sin City.
