Gianni Infantino has been urged to step down as FIFA president by La Liga president Javier Tebas.
In an interview with La Gazzetta dello Sport, Tebas claimed FIFA is "destroying the football industry".
While the World Cup was largely well received, there was a number of controversial decisions made that invoked the ire of fans and even threatened to bring the game into disrepute.
Ahead of the quadrennial showpiece, the announcement was made that hydration breaks would be included in all games, splitting games from two halves into four quarters, despite many World Cup games being played at indoor, air conditioned stadiums.
There was also the introduction of a half-time show, in which the laws of the game were breached by FIFA themselves; players are permitted a 15-minute interval, but nearly half an hour was taken for half-time entertainment.
The most controversial move came when co-hosts USA saw star striker Folarin Balogun have his red card suspension overturned, something Tebas says could have cost Infantino his job.
"The suspension of the American player's ban was absolutely serious. They were lucky that Belgium eliminated the USA, because otherwise a case could have arisen that might have cost Infantino his job," Tebas said. "Since Belgium won, they managed to bury the matter. But these things are just the tip of the iceberg.
"In my opinion, yes, I think his time is up."
Infantino is expected to be re-elected for a fourth term in March, though Tebas believes that's more of a reflection of system that is "rotten at its core".
"There's no opposition candidate, nobody wants to stand just to lose," Tebas added. "He shouldn't stay, but the current state of affairs means he won't leave."
