The hosts only have a win over lower-tier Cambridge United in the previous round to show, as they are winless after three league outings.
Luton were spared the opening round after their Premier League relegation last season but the Hatters also find themselves struggling, with just one point and one goal from three games back in the second tier of English football.

QPR's previous two games have involved three red cards and midfielder Jack Colback is serving a suspension here.
Morgan Fox, Lucas Andersen and Ilias Chair are expected to sit this game out for the hosts as boss Marti Cifuentes contemplates changes from Saturday's 1-1 draw at home against nine-man Plymouth Argyle.
Rob Edwards also has plenty of injury worries, with Daiki Hashioka, Jacob Brown, Tom Lockyer and Tom Krauss all doubts.
Goalkeeper Thomas Kaminski is back from suspension, while Liam Walsh could be handed a start after making his debut off the bench against Preston on Saturday.
