Walter's plans have been hampered by injuries to summer arrivals, while one of those, Kasey Palmer, may have to wait for his start after being away on international duty with Jamaica.
Another new boy, Steven Alzate, could also be involved following his free agent move after leaving Brighton earlier this year.
Kieffer Moore suffered a head injury playing for Wales against Turkey but recovered to face Montenegro on Monday and should be fit to start.
Rhian Brewster and Tyrese Campbell are potential alternatives, while Femi Seriki is the away team's only confirmed absentee.
