The Toffees had an even more significantly reduced squad than usual due to a handful of players being on international duty, leading to David Moyes offering chances to a number of their youth contingent in Josh van Schoor, John Dodds, Ezra Carrington and more.
Carlos Alcaraz had a strong first half as the Blues went 2-0 up prior to half time, scoring an early penalty before turning provider when his cross was turned home by Thierno Barry as the half time whistle loomed.
Second choice Everton 'keeper Mark Travers -- deputising while Jordan Pickford is away with England -- saved a Blackburn penalty between the two goals.
Rovers returned reinvigorated after the break with two quick strikes to level the game.
A quiet second half ensued before a frantic culmination.
Tony Mowbray's men thought an 87th minute penalty had secured the victory, until 16-year old Jonathan Nsangou slotted calmly from a Jack Grealish through ball to ensure the spoils were shared.
Neither club has disclosed who notched the away side's goals as of yet.
Next up for Everton is a trip to Hull City in the Premier League on Sunday 11th October, while Blackburn host Cardiff City in the Championship at Ewood Park the day before on Saturday 10th October.
