The Bengals began the season with high hopes but have started 0-2 for the third successive year. They were the biggest favourites of Week 1 at home to the Patriots but suffered their fifth opening-week loss in the last six seasons, going down 16-10.
They are 1-1 against the handicap this season after covering the spread in last week's 26-25 loss to the Kansas City Chiefs.
The Commanders are off to a 1-1 start after bouncing back from a 37-20 defeat to the Tampa Bay Buccaneers by beating the New York Giants 21-18 in Week 2. They lost six of their nine away games last season as well as their first road trip this year.

Wide receiver Tee Higgins (hamstring) is set to return for the Bengals and defensive tackle Kris Jenkins (thumb) has a chance to play, but a late decision will be taken on safety Vonn Bell.
Defensive tackle Sheldon Rankins (hamstring) and tight end Tanner Hudson (knee) have been ruled out, while fellow defensive tackle BJ Hill (hamstring) is rated doubtful to play.
Offensive tackle Amerius Mims (pectoral) and tight end Mike Gesicki (calf) are expected to be fit.
Defensive end Clelin Ferrell (knee) is the only player the Commanders have ruled out. Cornerback Emmanuel Forbes Jr. missed last week after thumb surgery but could return.
Elsewhere, defensive linemen Jer'Zhan Newton (foot) and Dorance Armstrong (chest), offensive tackle Brandon Coleman (ankle), safety Quan Martin (hamstring) and cornerback Benjamin St-Juste (groin) are all expected to be available for the game.
